basement to top floor, at best, is a stretch for wireless, depending  
on the house's construction.

If the eMac doesn't have functioning ethernet, an Airport card, or a  
USB WiFi dongle, coupled with a wireless router connected to the cable  
modem, but placed more centrally in the house would be the way to go.  
Unfortunately, this means routing ethernet at least between the cable  
modem and the wireless router.

If the eMac DOES have a functional ethernet, running ethernet from the  
cable modem to the top floor may also be an option. Again, it depends  
on your house's construction.

You can also try ethernet over the power lines
