I (we) have solved my problem with OS 9 installation over Tiger.

I was attempting the installation on 2 different Macs.  One was a 
front loading iMac G3 and the other was an iBook G4.

I was able to boot from my OS 9.2.1 CD on the iMac only.  The 
installer was able to run and I had to do a Clean Install of OS 9. 
The installation was done over an existing Tiger 10.4.11 and I did 
not need to reformat my HD.  I do not need to boot from OS 9; just 
run a couple of simple programs, and that problem is solved.

The iBook is another story.  Apparently, due to a user stupidity 
error, I thought that I was booting off the OS 9.2.1 CD......NOT SO. 
And that is why the iBook kept telling me that it needed an OS 9 
System Folder in order to run the installer.  Looks like I will have 
to dig up the CDs that came with the iBook if I want to install 
Classic.


So, many thanks to my colleagues on this List who have offered "spot 
on" advice on how to solve the mystery.  You have all contributed to 
the education of this old Mac user, and I am grateful.
