On my old PowerBook G4 (running OS X 10.4.11), I simply inserted my
Mac OS 9.2 CD and
copied the System Folder out of it and onto the root of the hard
drive. Mac OS 9 worked perfectly in
the Classic environment after that (well, after updates were applied :) ).

If you're not picky about using the Classic environment, this is the
easiest way of setting it up.
