A grounded outlet made no difference.

I've read about ethernet via powerlines, but I'm not sure on how it
works exactly. Do I need a free ethernetport on the router? Or is it
like a wireless repeater?

As a test take a 10 ft (or 1 meter) of wire and wrap 2 - 3 inches (7 - 8 cm) of an end around each antenna and temp attach to wall (tacks, push pins). Try with more wraps if needed. I don't think metal to metal needed but might be worth testing also.
