Neither QE or CI were ever supported for PCI video cards. There's a hack to get QE running, but when I did it many moons ago, I found that the incidence of random crashes did not outweigh the slim speed increase that QE offered. Also, now that I think about it (after you've gone through all this hassle) ATI never supported rotation on the 7000.
