Hello! If you boot the PM G3, will the CD you're using mount to the desktop? Can you start an install from the CD? If yes, the drive is likely in good working order. Have you tried selecting the CD as the default startup device in the 'Startup Device' control panel?
And indeed, OS 8.6 should boot just fine on the G3. You can also try to boot a later OS (if you have any)!
