On my Power Mac G3 B&W the keyboard is also connected on one of the two
internal USB-1.1 ports.
Obviously it doesn’t work when connected to a USB port of a PCI expansion
card, like any USB-2.0 PCI expansion card.
With the internal USB 1.1, at least, holding Cmd-Opt-O-F works to go into Open
Firmware. I also noticed that it wasn’t possible to boot holding the “C” key,
but I’m now unsure if this was always the case or if I fixed that. ???
Anyway, if you can get into Open Firmware, then your keyboard works. From
there you can boot from any optical media if you type:
boot cd:
or (if that doesn’t work):
boot cd:,\\:tbxi

>From http://support.apple.com/kb/HT2179: You can also eject a disc (on later
Power Macs without a physical eject button for the drive) if you type:
eject cd
Then you can put in another one and close the drive by just pushing it in.
The “boot cd:” thing in Open Firmware should do the trick if holding “C” does
not work as expected.
It’s also noteworthy that the G3 B&W does not support the boot menu when
holding down the Option key.
