This is your problem. USB keyboards were known to be problematic for booting B&W. Attach the ADB keyboard and you should be fine using either the "C" key or the "Option" key for booting, assuming the PRAM battery is good and the optical unit is good. If you still can't boot with an ADB keyboard, the optical unit may be flakey. There was a firmware update for some of the optical units that came OEM on this old G3s, but it might be a good idea to get a newer optical drive, you can probably get a newer DVD drive for $10-15 on Craig's List.
