Hi Josh,
Well, writing a screen reader for a PSP is next to impossible for a 
developer who is not connected with Sony. Back when I started USA Games 
I looked at the idea of making accessible console games for XBox, Play 
Stations, etc and found out it is a very closed development platform. 
Everything you create for a PSP/Play Station has to be personally 
approved by Sony. There are no free development tools, SDKs, etc out 
there for it. it goes like this.

A. You must sign a non-disclosure agreement with Sony not to release 
anytechnical details about the console with other parties.
B.  You must pay several thousand dollars for the development tools. I 
think it was something like 50 grand or something like that.
C. Every product you create for the Play Station must be approved by 
Sony Inc in advance.
D. Finished products must be submited to Sony for testing and more approval.
E. After releasing said product a percentage of your sales goes to Sony 
as royalty fees.

As you might have guessed from the above list an outside developer has 
about as much chanse of writing agame or screen reader for a PSP as a 
snowball in hell.
