No. Most of the libraries such as DirectInput, DirectSound, etc are the
same ones you have now. Those haven't been updated in a long while. Most
of the changes in this release are specifically for games that use XNA
and the newer DirectX libraries. As far as I know only one accessible
game, Entombed, fits into that catagory right now.
