Coincidentally, I had this very same question on this very same list
just a couple of weeks ago, and the answer is yes: gmond does need to
use the network to communicate with itself.  The part of gmond that
collects and reports metrics about its own host, and the part of gmond
that collects all of the metrics for its cluster and reports them on
port 8649, don't talk to each other directly.  To the second part of
gmond (the 8649 part), the "local" portion is just another gmond that
happens to be multicasting on the local network, like all other gmonds.

I think this is very unintuitive, and I expect everyone who is new to
Ganglia to assume that each gmond would at least report its own host's
metrics, regardless of the network.  It's not a problem per-se that it
doesn't but it's definitely a huge deficiency in the documentation
that it does not make this clear when you're first setting things up.

People are often going to be tempted to "test" one gmond before trying
to configure multicasting and related network stuff and test a cluster.
