Whenever I see this happen, I see it happening in the regular
Ganglia-web interface, and also for calls to graph.php that do *not*
include a st=.  In both cases, Ganglia should be setting the start
time to the current time, right?

However, that does suggest another possible cause of the problem:
Ganglia-web PHP scripts may be passing bad start times to rrdtool.
