FWIW, I believe Mike's experience is pretty typical.
However, be aware that several of the broadband providers explicitly
prohibit VPN's in their residential service agreements.  Notably Comcast:

Basically, their contention is that a VPN user will likely chew up more
bandwidth than a casual home user.  Thus, you need to pay for business-level
service and get a static address if you will use a VPN.

I have no idea how serious they are about actually blocking VPN traffic.

My IP address changed once when  Excite  went away (and AT&T
switched all of the AT&T@HOME customers over to AT&T Broadband).

Other than that, it's never changed.

I have VPN configurations set up that rely on my IP address
and I've never had to change them except the one time mentioned
above.
