Panacur is not aqueous in the sense that it is a solution.  It is
available in the US as either a paste, a granule or a liquid.  The
liquid is easiest to dilute, and can be diluted w/water.

Shake shake shake before using.

My experince is that the paste dilutes poorly, and you can forget about
diluting the granules (what a mess)
