I think John went into this in detail already, its another perfectly valid way of working which decouples your project from the installed gEDA symbol library. I can't recall whether it was John, or someone else, who would also make copies for things like "decoupling-cap.sym", which would have the required attributes for whatever generic decoupling capacitor being used in their project was.
