DJ's board (http://www.delorie.com/pcb/rotated-pads.pcb) shows it is not: when I move the footprint with rectangular pads, it leaves holes in the polygon. I tried to increase it to 100, but it did not help, too; perhaps the bounding boxes are not assigned precisely enough.
