Syntax is really unimportant.  There are obviously several 
contenders for what would be suitable.

XML doesn't describe a format.  It describes a syntax.

One feature all contenders have in common is the ability to make 
a lossless round trip, with either end as a starting point.

For a target/destination format, you only need to be able to 
make a lossless round trip from the target/destination to the 
interchange format and back again.  It is not required to be 
able to make a lossless loop starting at the interchange format 
to any target and back.

A contender for the interchange format must be able to make the 
lossless round trip to any other contender for the interchange 
format and back.

Having said that, an XML based format would work, but it has no 
track record in this area.  There is a lot of stuff in EDA that 
already uses VHDL and Verilog (structural subset), which must 
be supported as target/destination formats even if not the 
interchange format.

It's not just layout.
