Yes, I think the above (your) orientation is correct.

Using pcb-symbols-jcl_2006-8-20.tgz pcb shows this WRONG layout 
of CON_USB_TYPEB__Keystone_924  looking down at the component 
side of the PCB:

   FRONT of CONNECTOR

          1        2
          4        3

I think my Assmann connector is identical to keystone_924. 
(Access to Assmann datasheet is possible using 
http://www.assmann.com/htdoc/int/index.htm )
