Is there really no case where we want to say an operation takes X cycles and a new operation can be started every Y, with Y < X and Y > 1?
It is possible to assign such a value for issue latency, but the out-of-order cpu is going to ignore it. The cpu, as of now, allows either no pipelining, or fully pipelined operation.
