Well, they had license to use code for their UNIX binary compatability in NT3.51. (it was a freaking hoot to watch UNIX apps run on NT...albeit poorly)
It was just an out-loud wonder. After all, if a development house uses another companies code and pays a license for it, I would expect that covers IP rights as well. i.e. You have a software widget. I want a software widget like yours with added or different functionality. I license the code to your widget, and twiddle some doohickeys to make your widget do my job. I release just my widget (i.e. no source) I am using your IP to develop my widget and it stands to reason that my licensing is the licensure of the IP that constitutes your widget with modifications to do my job, therefore your IP is covered (as well as my use thereof) through our deal.
