Are y'all sure they are blocking OUTBOUND? Reading the text from their web site (http://www.cox-internet.com/portblocking/), as well as Geek.com (http://64.55.181.130/news/geeknews/2003Jun/gee20030613020400.htm), and I don't see anything about outbound, only inbound (which they have been doing here in Lafayette for some time now).
Unless I'm missing something, I really don't see how they could feasibly block outbound - the hardware could not tell whether traffic on a port was generated by a client or a server and I don't think COX would alienate the users who check their work email (as an example) from a client at home.
