sure they can... a firewall can tell if the source address is the mail server or something else, and deny or allow based on that. most people checking their work mail from home will be using pop, imap, or a VPN, and aren't affected if smtp is blocked. the only people affected are people who don't want to use Cox's mail server to send mail, or want to run their own mail server. ray
