The stable.htm page is as intended. It does not point to a download page. You need to look at the details on the installation page and decide what steps are apporpriate for your needs.
This seems clear to me, but please let us know if and how it could be improved. *** the install packages do not always rebuilt to include the latest JE (currently release-b). You need to follow instructions that have been posted in forum messages to install the latest JE. You can tackle that step once your new install is working smoothly.
