Eric, I am a little confused by the use of the words install and installation alone, without the word download, because my expectation is to download and then install. That the word download does not appear on the url https://code.jsoftware.com/wiki/System/Installation nor on the page of that website, was/is disorienting. That may just be me.
I am also concerned that other Mac users are stumbling over the default Mac privacy/security system during installation and wonder if the Installation page could offer a support email link or a forum invitation to learn if users are having such issues. DuckDuckGoing I cannot find any relevant links, so maybe this is not a common problem, and my concerns are a red herring.
