I think it should be fine to call out to continue a constructive discussion. For members who never contribute during the incubation, I can recall several examples: 1. @karelrooted of Apache Kvrocks is an initial PPMC member. He contributed to the Kvrocks project before it joined the incubator. But later his interest shifted and he never contributed to the project during its incubation. We respect his previous contributions, so we retain his merits. 2. I remember I ever doubted one PMC member of some project (I can't remember its name right now) that he had never shown up in the community, but the PMC chair told me that the member participated in early stage design discussion, so when it was entering the incubator, he was retained in the initial list and thus the final PMC during the graduation.
