The Apache Pony Mail community has voted to graduate to a Top-Level
Project. I am now calling a vote of the Incubator PMC to recommend
graduation to the Board of Directors.
Background
----------
Apache Pony Mail entered incubation in May 2016. The project provides
a mail-archiving, archive viewing, and mailing list interaction
service. It is actively deployed as lists.apache.org, serving the
entire ASF.
The community has operated self-sufficiently for years, with all
decisions made on the public dev@ list. The community vote passed
with 7 +1 votes and 1 +0, with no vetoes:
+1: Rich Bowen, Jim Jagielski, Sean Palmer, Dave Fisher,
Christian Grobmeier, Daniel Gruno, John D. Ament
+0: Sebb (wishes to remain committer but not join PMC)

Proposed Resolution

Establish the Apache Pony Mail Project
WHEREAS, the Board of Directors deems it to be in the best interests
of the Foundation and consistent with the Foundation's purpose to
establish a Project Management Committee charged with the creation
and maintenance of open-source software related to mail archiving,
archive viewing, and mailing list interaction services, for
distribution at no charge to the public.
NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
(PMC), to be known as the "Apache Pony Mail Project", be and hereby
is established pursuant to the Bylaws of the Foundation; and be it
further
RESOLVED, that the Apache Pony Mail Project be and hereby is
responsible for the creation and maintenance of software related to
mail archiving, archive browsing, and mailing list interaction
services; and be it further
RESOLVED, that the office of "Vice President, Apache Pony Mail" be
and hereby is created, the person holding such office to serve at
the direction of the Board of Directors as the chair of the Apache
Pony Mail Project, and to have primary responsibility for management
of the projects within the scope of responsibility of the Apache
Pony Mail Project; and be it further
RESOLVED, that the persons listed immediately below be and hereby
are appointed to serve as the initial members of the Apache Pony
Mail Project:

* Dave Fisher ([email protected])
* Jim Jagielski ([email protected])
* Rich Bowen ([email protected])
* Sean Palmer ([email protected])
* Ulises ([email protected])
NOW, THEREFORE, BE IT FURTHER RESOLVED, that Rich Bowen be
appointed to the office of Vice President, Apache Pony Mail, to
serve in accordance with and subject to the direction of the Board
of Directors and the Bylaws of the Foundation until death,
resignation, retirement, removal or disqualification, or until a
successor is appointed; and be it further
RESOLVED, that the initial Apache Pony Mail Project be and hereby is
tasked with the migration and rationalization of the Apache Incubator
Pony Mail podling; and be it further
RESOLVED, that all responsibility pertaining to the Apache Incubator
Pony Mail podling encumbered upon the Apache Incubator PMC are
hereafter discharged.
