I'm not the right person to interpret the intricacies of international contest law. I will say this though: contest laws are complicated and differ from country to country. The people who are qualified to interpret these laws did not approve it for any countries other than the ones listed. Please understand, we don't make these rules, but we do have to follow them.
As for submitting as a team, this is actually discussed in the rules. I'd encourage you to check out section 3 of the Terms and Conditions. Brian
