I'm in the commonbox herd for fluxbox. Given the number of other widely
used, widely cared about packages I also maintain, I'm not inclined to
waste time on various silly bb* tools which could better be spent upon
things that make a difference.

1. List your name in the metadata.xml file
2. Optional, but strongly encouraged: add yourself to the commonbox
email alias and herds.xml section

Not exactly difficult for existing developers to do... For people who
aren't developers, there's an additional first step of "Become a
developer", which is explained fully elsewhere.
