Individual developers (especially QA project members) should not be ignoring policies when they feel like it. http://devmanual.gentoo.org/ebuild-writing/misc-files/changelog/index.html If you want to try and change the policy then put it on the agenda of the next council meeting as there does not seem to be a consensus backing your opinion.
