When run with world, it does in fact display many dependencies. 
However, system only displays two.


diesel root # emerge -up --deep system

These are the packages that I would merge, in order:

Calculating system dependencies ...done!
[ebuild    U ] dev-python/python-fchksum-1.6.1-r1 [1.6.1]
[ebuild    U ] sys-devel/gcc-config-1.3.3-r1 [1.3.1]
