Two comments:

Most freshwater ecosystems are P, not N, limited, which might account for 
absence of an N-response in aquatic systems.

Yes, partial stomatal closure under higher CO2 can result in higher water use 
efficiency but there is no evidence to support the idea that this will fully 
compensate for altered water availability.
