the proposal looks much better, but I'm still confused by the ROOT
notification part. If it cannot work,
why is it part of the document? The text seems to imply there is a better
way, but I don't see it?

Also, during our discussion in Victoria I believe you said that listening
to the ROOT was required for clustering
to work.
Have I misunderstood, is that no more the case, or should we just ignore
clustering needs for the moment?
