Hey Andrea, Like so many things in Geotools, Martin is probably the only person who fully understands the reason for this maven block and who can tell us where to check in the javadocs to see if there are broken links or missing pieces when the javadocs are built with 1.4. And Martin is so busy that he's probably deleting any mail that does not go directly to him; I would not be surprised if he responds some day when he gets the time.
Chalk this up to another governance issue within Geotools: releases should be a collective activity with everyone paying attention and giving advice, even if not doing any work. You've been left totally on your own for 2.4 which is really bad.
