Agreed we have only had them on occasion (occasions like last week).

I agree they are a lot of work so I expect they need an unusual circumstance. 
However with more
high level projects being based on GeoTools it may occur more often.

Correct.

Indeed part of this proposal was to update the developers guide to indicate 
this. Previously (well currently)
it is written that modules have their own version numbers.
