Last week occasion was exactly the kind that won't make up for a release
anyways imho.
It's not just an issue of having a way to name it, it's also having the time
to make the release. Just tagging is hours faster than packaging, uploading,
updating jira, making up a release announcement, a blog, and so on...

Unless there is funding backing it I don't really see a patch release happening.
I agree that maybe with more projects using GeoTools we might start to
see less active contributors interested in backporting the few patches they
need for their own project and make a patch release out of it... still a bit
skeptical it would happen, but I agree having a way to do that is a good
start.

Adding my +1 on the proposal page... hum... someone added it already.
