This seems to me like it would mean that one could trace out the road
network in places where Google Maps does not have any data -- like, say,
Antsirabe, Madagascar [1] -- into My Maps, and create a KML file you
'owned'. [2] 

Is that an accurate representation of what you're saying, or am I
misunderstanding? It's possible that when you say "one of the layers in
Google Earth", you mean "including the satellite layer" -- I can't tell
from your comment.
