Greetings

A friend in Oregon state government has a fairly ambitious web-based GIS 
project. A brief description—take all land use records from all state, county 
and local government offices and digitize them, with metadata, make everything 
queryable within a performant web-based geoservices platform. It's envisioned 
that this could be used by policymakers, economic development groups, 
individuals, transportation planning, and many other stakeholders. In his 
words, they want to take Oregon state GIS "from 1989 to 2020" in one fell swoop.

The project is in (at least) two phases. The first, which would begin 
immediately, is to interview stakeholders and create an implementation  
plan—what does the application(s) look like, resources, timing, expertise, 
etc…There's money for that. The second phase is build, and there's also money 
for that. It's envisioned there will be more money as the application can be 
shown off to various stakeholders. Phase one begins immediately and phase two 
would start in mid-summer.

There's a strong interest in using the best geo has to offer—that means not 
being bound by traditional tools/services/infrastructure. Open source/AWS is 
encouraged, and he's excited about having multiple firms/consultants working on 
different elements of the project (ie, data sourcing, db design, app dev, UI, 
project management, etc…).
