With such an ambitious project and probably a slim budget for staff,
I'd recommend your friend talk to Andrew and Sean about using GeoIQ.
Otherwise the project would become a huge integration effort using
FOSS or fall prey to Jack's minions with the entire budget, except for
one or two people, going into a check to Esri.
