Ian, we'd be happy to help out.  It would be straight forward to have an AWS
deployment of GeoIQ that would be horizontally scalable.  Looks like there
would be several components, though, I'd think a hybrid approach is the way
to go.  We'd plug in where ever we can help out the most.

Although, I'm a bit surprised because I though the state of Oregon was
standardized on ESRI -
