Stepping back, does anyone know of any published studies where somebody 
(without an ax to grind) really surveyed the marketplace and did a tradeoff 
analysis?

Ian, we'd be happy to help out.  It would be straight forward to have an AWS 
deployment of GeoIQ that would be horizontally scalable.  Looks like there 
would be several components, though, I'd think a hybrid approach is the way to 
go.  We'd plug in where ever we can help out the most.

Although, I'm a bit surprised because I though the state of Oregon was 
standardized on ESRI -

With such an ambitious project and probably a slim budget for staff,
I'd recommend your friend talk to Andrew and Sean about using GeoIQ.
Otherwise the project would become a huge integration effort using
FOSS or fall prey to Jack's minions with the entire budget, except for
one or two people, going into a check to Esri.
