I do not believe that gerbils have to have a certificate of health to cross state borders.  A few months ago I was looking into buying a pair of gerbils from across the border in Canada.  I checked with the US border and the inspectors.  They said that there were restrictions on many animals and would have to check with their head office, to find out about gerbils specifically.
 
I was pleased to hear that there is no restriction what so ever, and they do not need a health certificate.  It would seem hard to believe that gerbils must have a certificate to go between states, but not from Canada to the US.
 
I know that dog and cats do need a certificate of health and a copy of their shot record to cross the border.
