The issue with health certificates is not something that the US customs
necessarily deals with, it is also a state issue. The US customs service
personnel do not enforce all of the laws. Canada has less stringent rules on
importation than the US so what so people have done is ship into Canada and
then transport into the US. After finding out that an importer was recently
jailed for doing this (I think he was caught in NY) I called the US customs
for Blaine (border crossing in WA) since I would buy GP's and bring them down
and was told that all animal require documentation prior to entry. This is
exactly what I had to do when I imported the gerbils in from the UK. I never
had any problems crossing the border before this and doubt I would now just
for the fact they don't know any better.
