There are two answers to this health certificate, since I brought in gerbils
from the UK they have dropped the health certificates for rodents. There is a
catch though, you can bring in rodents as pets without documentation but
importation into the US for sale (commercial use) is a different story. The
number that is considered for commercial use is at the discretion of the
inspector, the inspector I talked to said 5 or more and he would ask for
documentation and start asking questions. I guess that means bring them in 4
at a time.
