Yes we know that fact. But we don't know the laws that apply everywhere
else. My point really related to the legality of breeding on some areas
where breeding certain species requires a license.
It becomes difficult to be specific about what the law is where, and we
do not necessarily know where everyone is located.
That is why only a general rule about observing local laws makes sense.
