I can see that the Charter could usefully mention illegal activities.
Tamsyn also makes a good point about the need for the GML to remain
legitimate if it is to avoid being kicked off server.

A couple of points, not everything is illegal everywhere. For example,
breeding of animals may require local licenses. This is especially true
with animals like Duprasi and Bushy-Tailed Jirds. In other places there
will be no restriction.

Also, although it is illegal to own gerbils in California, is the list
to ban people in California asking advice on care of their gerbils? My
experience is that many people in California keep gerbils and are
surprised when they are told they are doing something illegal. How will
we know who lives in California, and who does not?

It is one thing for the Charter to contain a statement saying that
nothing posted to the list should be taken as meaning that the list, or
the subscribers in general condone any illegal activity. It is another
thing to ban discussions of illegal activity, or promotion of the same,
when there is no method of enforcement right now.

I can see the value in having something in the charter, and I welcome
this discussion, but I am unsure how it would work.
