With emacs, first do M-x set-variable tab-width 4 (or whatever the tab
assumes to be), then do M-x untabify, then  M-x set-variable tab-width 8, 
then M-x tabify. 

And for review, there should be an option to diff that ignores
whitespace (-b), so that should come out clean.
