Your only real remedy is to complain, complain and complain again to your ISP, or find a better ISP. Is there anywhere near you with a decent 4G signal? Unlimited 4G is becoming viable.
In my experience the best error recovery is with HVF modes, so choose HVF rather than DVF. If you are having problems, avoid 50fps modes, so choose hvfxsd rather than hvfsd. I am finding Limelight is now the fastest and most reliable CDN. In my case I usually get Limelight for TV programmes with a suffix 2, but you need to check.
