I'd have thought it's the CDN choice that's being made rather than ISP.

I did also suggest using the Limelight CDN. It seems to me more logical to specify what I want rather than exclude what I don't want, but they both have the same effect. If BIDI (the BBC's own CDN) is the first choice and you exclude it, you will get the second choice which is usually Limelight (but check that it is).

When BIDI was introduced it often had some healthy download speeds, but it may be more prone to overloading that Akamai and Limelight. Older programmes which are not being requested very often may have fallen out of caches, resulting in slow downloads, so it is worth trying all the CDNs.
