No, once a sound is loaded it plays pretty much instantly (a whole bunch of people on the realbasic-games list would be up in arms if it didn't).

Using a Timer, you should be able to easily play sounds with a precision of about 1/30 second on the Mac (assuming nothing much else going on). Using a tight loop, you could do much better, but then of course you're sucking a lot of CPU time. If you're not getting those results, then I suspect there's something wrong with your approach or implementation.
