AFAIK compilation of the fbdev-target fails with any 2.2.x kernel. That's
why, it
doesn't work under 2.2.x.

Seems, that you haven't configured /etc/fb.modes. If this is the case, then
it
assumes you have a standard VGA monitor, so - no wonder - that you have
only 60 Hz.
